$33 million and five years of procrastination

Invoices paid by the Utah Division of Water Resources suggest that the bulk of the work on the state's Lake Powell Pipeline license application took place between 2009-2010, and again between 2016-2017. Work on the project apparently slowed during the intervening half-decade. Other documents show Utah ultimately submitted an unfinished draft of the application to federal regulators when state officials realized they were going to miss an important 2016 deadline.
